| With the arrival of the21st Century "Ocean Century", all countries had strengthened thedevelopment and utilization of the marine. In order to gain the initiative and take advantage ofthe new-round of marine international competition, the countries have developed andintroduced a national maritime strategy, marine competition is increasingly fierce. Theinternational competition in the world of today is not a single particular aspect or a particulararea of competition, but the contest of full range of comprehensive national strength. Itcontains the hard power including economic, technological, and military, and also the softpower including culture, social system and national spirit. With the rise of the blue era,countries in the world to participate in the big stage of the ocean in international competition,the national marine economic strength, marine scientific and technological strength, marinemilitary strength become the important areas to show their integrated strength of the ocean inthe international competition, at the same time, marine culture as an important part of thecultural soft power, it plays an increasingly important role in the comprehensive nationalstrength especially in the marine national competition. The awareness of the marine and themarine concepts play a guiding role of a country’s maritime strategy; it will ultimatelydetermine the pattern of ocean in international competition. In the final analysis, the realcompetition of comprehensive national strength is the competition of the national marineculture.This paper researches on the marine culture of China, it starts from the marineinternational competition, by analyzing the history, current situation, future trends andcharacteristics of the marine international competition, deduces the relationship that existsbetween the marine national competition and marine culture, mainly the key role that marineculture plays in the marine international competition. Recognizing that the marine culture isso important in the marine international competition, therefore, China needs to highlightmarine culture in the whole maritime strategy in the country, and promote the development ofmarine culture. This paper based on the analysis of the needs which the marine strategy andvarious aspects development of China has to the marine culture, to further explore thedomestic social, economic, political, technical environment, as well as the internationalcompetitive environment that development of marine culture in China are facing, which focuson analysis of current marine strategy and marine cultural construction of several international marine country. On this basis, established the guiding ideology and principles of China’smarine cultural development of strategic objectives, and made the strategic goals. Finally, thispaper is based on the current strategic goals of the development of marine culture, proposedsome specific measures and implementation safeguards in the development of China’smaritime culture, hope to provide an important reference for promoting China’s developmentof marine culture in the new era. |
