With the diverse culture posed by globalization, particularly the consumption culture,while the subjective consciousness of people is awaked, the situation of reduction, confusionand even distortion about traditional values sense increasingly, will cause that the foundationof cultural development is unstable cultural characteristics is not sufficient and the adverseconsequences of lag development turn out in relation to the economy. Fundamental andimportant traditional view including entirety, groups and loyalty is not a mainstream, in turn;extreme value created by diverse culture and even the concept of self-interest is prevailing,eventually leading to loss of traditional culture, and the confusion and distortion of traditionalvalue sense gradually.To lift this crisis, this article revealed positive guidance of traditional value sense oncultural development, pointed out the process advancement of cultural management based onthat guidance of the construction of the traditional value sense on local cultural developmentfrom the analyses on the work of traditional cultural development at Shenmu County. whilethe local Government must actively consider livelihood construction especially the culturedevelopment, take focuses on speeding up about the construction of traditional culture valuesense, protection and publicity about traditional excellent value sense, abandoning extremismof government members and the social masses based on guidance of excellent traditionalvalue sense and useful experience referred to development of local traditional culture, inorder to promote the development of local traditional culture and improve the culturalmanagement, considering the leading of the traditional value sense, the path of appropriatefusion of traditional culture and modern civilization, and the target about formation ofcommon value identity. In other words, the local government achieves development of localtraditional culture, based on the building of traditional value sense. The most important is,local government should promote the recovery of traditional value sense such as groups loyalty and so on, form a reasonable combination of traditional culture, the local features andmodern civilization also, which includes the establishment of the cultural system anddevelopment of cultural industry in order to develop the features of the traditional culture andimprove development of the traditional culture, eventually establish long effectivemechanism of local traditional culture.In the new period, for understanding the path of development of local traditional culture,the impact of culture on the individual value sense, the development trend of traditionalculture and modern culture and cultural management of the local government, This articleanalyzed value sense of traditional culture which is important in the development of localtraditional culture, from the point of traditional value sense, explored the problems caused byignoring the traditional value sense, and proposed value sense of traditional culture made onrole of guiding and foundation in the construction of local traditional culture. Method ofliterature research, and case study, are the main method in this article. The construction oftraditional value sense is the important foundation for the construction of developmentmechanisms on traditional culture, which is essential links of carrying forward excellenttraditional culture and value sense as well, so as to build a harmonious culture.
