The world today is undergoing major development, major changes andadjustment period, the status and role of culture in the competition in overallnational strength has become increasingly prominent, the culturalconstruction becomes urgent. The construction of public cultural services incity is an important measure of implementing the scientific concept ofdevelopment and accelerate the construction of harmonious society ofsocialism, is an important carrier of the party and the governmentconstructing spiritual and cultural position and protecting the people’s basiccultural rights, and also is a work to let the people enjoy the public culturalachievements. At present, Shanghai is in the critical period of economic structure promotion, economic system shunting, social structure transitionand urban function conversion, when public culture service becomes animportant part of the construction of harmonious society. As the main bodyof the construction of public cultural services in the construction of publiccultural services, government is responsible for providing timely publiccultural products to meet the cultural needs of the citizens. However, thereis no government which can make a score off his own bat. So city managersand policy makers should not only improve their own management andservice functions, but also encourage and guide other social organizations toparticipate in the construction of public cultural services. By the view ofcollaborative management, r esearching trends and patterns in the publiccultural service in the city’s development process will bring positive meaningto the development of public cultural services and social progress inShanghai and other cities.This paper is divided into six chapters. The first chapter expounds thetopics of the research background, significance, research status and thesisframework and research methods. The second chapter discusses thetheoretical knowledge of collaborative public management and publiccultural services, defining the relevant concepts, combing the relevantresearch. According to the theoretical knowledge of above chapter, the third chapter, making Shanghai as an example, analyzes the collaborative processof the status of the city’s public cultural services. The fourth chapter raisesthe problems of collaborative public cultural services in Shanghai. The fifthchapter analyzes the city’s public services collaborative effect, according tothe experience of advanced countries, puts forward policy recommendations.The sixth chapter is the summary of the article.
