Research On The Optimization Of The Supply Mode Of Public Cultural Services In Qiandongnan Prefecture

In recent years,with the rapid development of China's economy and society,the People's demand for spiritual culture is growing day by day.The supply of public cultural services within the scope of public administration,it has gradually become an important indicator for the modernization of the country's governance system and governance capacity.Qiandongnan prefecture is an economically underdeveloped minority region in Guizhou Province,which is known as a “Cultural state”.Under the background of “Cultural confidence”,according to the work of the Party Central Committee and the provincial government on the construction of Nostalgia Culture,Qiandongnan counties(cities)have built “Nostalgia Museum”according to their actual conditions and local conditions.By studying the supply mode of “Nostalgia Museum ” in Qiandongnan Prefecture,it will play a certain role in promoting the construction of urbanization in Qiandongnan Prefecture,and it is of great practical significance in carrying forward and inheriting the culture of ethnic minorities,it is of great practical value in improving the quantity and quality of Public Cultural Services in Qiandongnan Prefecture,to a certain extent,it also provides new ideas for the study of public cultural service in minority areas,the equalization and standardization of basic public cultural service.Starting from the study of public cultural service supply mode in Qiandongnan Prefecture,this paper takes “Nostalgia Museum”as the breakthrough point,and on the basis of Public Goods Theory,New Public Service Theory and Polycentric Governance Theory,by using the methods of field observation,interview and questionnaire survey,this paper makes an in-depth study of the construction effect and supply of “Nostalgia Museum”in five counties of Qiandongnan Prefecture,comparing the actual situation of the public cultural service supply of “Nostalgia Museum”in five counties of Qiandongnan Prefecture with the three types of public cultural service supply models of Government-dominated,Market-dispersed and “Arm-length”,starting from seven dimensions such as management,decision-making and source of funds,this paper analyzes the characteristics of the public cultural service supply of“Nostalgia Museum”in Qiandongnan Prefecture,and analyzes the internal logic of mode selection in combination with its mode of operation,this paper constructs the analytical framework of the public cultural service supply mode of “Nostalgia Museum”in Qiandongnan Prefecture,and makes it clear that the public cultural service supply mode of “Nostalgia Museum”in Qiandongnan Prefecture is a government-dominated mode,this paper finds out six problems existing in the supply of “Nostalgia Museum” in Qiandongnan Prefecture,such as limited government-dominated supply,insufficient participation of enterprises and lagging development of social organizations,and has carried on the reason analysis to the existence question;by learning from the examples of excellent public cultural service supply models in other regions at home and abroad,and combining the advantages of public cultural service supply in Qiandongnan Prefecture,this paper puts forward some countermeasures and suggestions for the Public Cultural Service supply of“Nostalgia Museum”in Qiandongnan Prefecture,thus,this paper puts forward three countermeasures and suggestions: Constructing A multi-level public cultural service supply system,perfecting the guarantee mechanism of public cultural service supply,and establishing and perfecting the supervision and incentive mechanism of public cultural service supply,in order to improve and optimize the public cultural service supply mode in Qiandongnan Prefecture.Finally,we come to the conclusion that the government should find its own position,change its work thinking,and start a new mode of public cultural service supply.
