Research On The Supply Of Rural Public Cultural Services From The Perspective Of Collaborative Governance

Culture rejuvenates the country and the culture is strong and the nation is strong.Cultural self-confidence is the deep foundation of the country's development and a powerful force for China's prosperity and stability.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping listed cultural,economic,and political issues as the key points,and proposed“to promote the development of cultural undertakings and cultural industries,deepen the reform of cultural systems,and improve the cultural management system”.It indicated that culture had become The focus of national development,culture and national politics,the economy go hand in hand to create an international power.The level of social civilization must reach a new height.As a large force of the Chinese population,the level of cultural quality directly determines the level of civilization of the whole society and the improvement of the country's soft power.Therefore,the development of rural public cultural services has become an important part of building a cultural power and improving the level of social civilization.The provision of rural public cultural services as the starting point of the service chain is the premise and key to revitalizing the countryside and building a cultural power.However,since the establishment of the rural public cultural service system,the problems of system operation and service supply have emerged one after another.Firstly,in this research background,this paper analyzes the possibility and necessity of applying the collaborative governance theory to the supply of rural public cultural services by means of literature research and comparative analysis,and concludes that collaborative governance is the key to solving the problem of rural public cultural service supply.And collaborative governance can optimize the supply effect,and collaborative governance has become an inevitable trend in the development of public management.Secondly,through the support of national big data and the empirical research of many scholars,this paper deeply understands the basic situation of rural public cultural service supply from the perspective of collaborative governance.First,the status quo of the collaborative management of rural public cultural service providers,including the status quo of multiple supply entities and the status quo of multi-supply subject coordination.Second,the object's situation of the supply of rural public cultural services,including the age distribution of permanent residents,the education status of rural residents and the occupational status ofrural residents.Third,the supply of rural public cultural services shows a trend,which shows that the supply level of rural public cultural services has been improved,the initiative of rural residents to participate in the construction of public cultural services has been continuously enhanced,and the demand for public cultural services by villagers is not consistent with the content of government supply.Thirdly,under the premise of deep understanding of the basic situation of rural public cultural services in China,Combing and summarize the problems existing in the perspective of collaborative governance,as follows: the cooperation between supply entities is poor,the content of supply is repetitive and the richness is low,and the supply channels are single,Supply lack of continuity and The effect is not ideal.The reasons for the problems arising from the perspective of collaborative governance are mainly summarized as the lack of laws and regulations and policies for the coordinated supply of rural public cultural services,the lack of coordinated governance mechanisms among multiple supply entities,and the coordinated operation mechanism of rural public cultural service supply systems.The synergistic cultural awareness of multi-subjects is weak.Finally,through the establishment of the above research foundation,in-depth understanding of the status quo,problem discovery,analysis of the reasons,the research conclusions of improving the supply level of rural public cultural services from the perspective of collaborative governance are obtained.This paper believes that to maintain the cultural development rights of villagers and promote the coordinated management of multiple supply entities,we should establish a coordinated governance mechanism suitable for supply entities and a coordinated supply operation mechanism based on China's national conditions,deepen the concept of cultural synergy,and create a public culture of mutual trust and interaction,and pay attention to the effective supply of information technology.
