Along with the deepening of system reformation on the higher education, it becomes more and more obvious that the personnel strategy of university organizations is challenged by the characteristics of university organizations, market economy, knowledge economy and popularization of higher education, and so on. Since the strategic choice of university organizations and the personnel strategy will have great effect on the development of their own, it turns into an indispensable link to manage and develop university organization for the researches of personnel strategy. This paper focuses on the personnel strategy, is based on the organizational characteristics of contemporary Chinese university, and looks into the status quo of the personnel strategy on contemporary Chinese university organizations from the angle of ethics. It aims to explore the deep root, that is, why it can bring into the ethical dilemma theoretically, avoid the lack of ethics through the construction of the ethical route, and in order to realize the strategic model of humanism and strengthen the personnel management work of university organizations.This paper is based on the ethics, and applies the theoretical methods and results of a variety of disciplines to the ethics review of the personnel strategy on contemporary Chinese university organizations to do the comprehensive study. Firstly, it analyzes the ethical basis of the personnel strategy on university organizations on the basis from theoretical foundation of the ethics and strategic theory, to prove that the personnel strategy is not a simple technical activity. On the contrary, it accordingly contains the moral concepts, is a valuable activity, and must take the inherent ethical factors into account. Secondly, it performs discipline theories of the organizational behavior and the education theory, is based on the three respects of autonomy, power duality and openness in the university organizational characteristics, and proposes that the personnel strategy is facing the lack of ethics like justice, integrity and respect and so on and so forth. Besides, it emphasizes on the theoretical foundation of the ethics and management to explore the root of ethical dilemma of the personnel strategy on university organizations from the Chinese traditional ethical culture, ethical consciousness of Chinese and western management and systemic ethics. Finally, in order to deepen the reformation of personnel system on university organizations, maintain the harmonious atmosphere of universities, and conform to the construction of a harmonious society, it builds the ethical route of the personnel strategy on contemporary Chinese university organization through implementating "humanism" concept, keeping to the ethical principles of the personnel strategy and strengthening the moral construction for the strategic subjects.
