An Analysis Of The Development Pattern Of The Culture And Arts Foundations Under The View Of The Third Sector

The paper is based on the form of Arts and Cultural Foundation to illustrate that how the Arts Organizations survived in the social environment, and discussed the manners of Arts and Cultural Foundation interact with government and market from the perspective of public management of the social third-party sector. In this paper, the Beijing Culture Development Foundation and Shanghai Culture Development Foundation emphasized as examples in this comparing case study.First, the paper combs the development background of the Chinese Culture and Arts Foundations, the mechanisms and the feasibility on the base of the concept of the Foundation. Then the paper refers how the Foundations effectively collaborate with the government and the market, in the case of the European Cultural Foundation and the U.S. National Endowment for the Arts. The third part of the paper focuses on the current reality environment, which is worth the whole society to be concerned and thinking. Finally, the author explores the development pattern of the Foundations by drawing on Western development experience and operational ideas.Through the developing processes of our national circumstances and foundations, the paper refers to international mature Arts Foundations as reference to find out the solutions of the new patterns of funding in the social background of cultural restructuring. The author both analyzed the advantages and disadvantages of developing Arts and Cultural Foundation to reasoned the importance of Foundations in the Cultural and Arts industry development, in addition, the develop mode of Arts and Cultural Foundation as the social third-party sector in the future development and how they play a role in the today’s cultural-blooming new age has been explored.
