After1840the first Opium War broke out, the modern Chinese society has undergone ahuge turning point, became a semi-feudal society. Among them, the territorial sea was themost significant, since then, people will be the main attention is focused on marine andseriously re a long-neglected waters.Before the Opium War, the traditional marine thinking, the sea and the land to a minorrole, ocean power is not incorporated into the core powers of the rulers. The ocean is notgiven due attention, just to perform basic management, such as the division of inside andoutside the ocean, respectively, classified in two management systems; cruiser will whistlesystem.
