The Manchu Protection Policy Research And Development

The language is the important symbol for a nationality, which canpreserve excellent cultures and long history of nationalities or regions, thechanges of language will also record the development of nationalities andregions. However, when a nationality moves to the decline gradually, itslanguage will also move to the imminence till disappear. Manchulanguage is the language of Manchu which is a minority nationality inChina, with the development of history, the status and influences ofManchu language are decreasing continuously, and it has been in thecircumstances of closing to disappear. We should research the endangeredManchu language from the aspect of the country, only this can weanalyze reasons deeply, and then put forward measures.This thesis puts forward the concept of measures for the language, andtakes it as the theory foundation of researching the questions about theendangered Manchu language under the directions of administration andpublic policy. According to the theory of glottopolitics, this thesis elaborates the problems of the endangered Manchu language andanalyzes the reasons from policy making and implementation of Manchulanguage. These reasons are mainly imperfectness in policy agenda,unreasonable for policy planning, low quality of organizers of policyprogram, not in place about program evaluation, influenced in mind ofalmighty government, complicated surroundings of policyimplementation. In the latter paper, I refer to measures for protection anddevelopment of domestic and international correlative languages, and Iput forward a series of policy suggestions on protecting and developingManchu language in the last thesis, including complete for policy agenda,promote the policy foundation, complete policy planning, promote therationalization of policy structure, upgrade organizers’ quality of policyprogram, strengthen the evaluation of policy program, accelerate the stepsof government transition, encourage to protect Manchu languagepolycentricly, create a good environment for policy implementation. Ihope I can make contributions to protecting and developing Manchulanguage through these policy suggestions.
