The Public Policy Research Of Heritage And Development Of The Manchu Music

There are56ethnic groups in China; each of them has their own national music,which inherited from generation to generation. Each nation has its own history andcultural background, so they formed unique，genre diversity of national music culture.Especially in China’s ethnic minorities, there are a large number of minority songs,Manchu music is one of those, and in the non-matter cultural heritage of the Chinesenation, Manchu music has significant position. China’s ethnic minorities almostdistribution in those place where has not convenience traffic, sharing information, andbackward economy. Due to these limitations, they contact with the outside worldhardly, its music cultural never exchanges with the outside world, and music activityspace is relatively fixed, only influenced by the local ethnic musical nurture fromgeneration to generation. The United Nations educational, scientific and culturalorganization once investigated the Manchu folk songs in northeast China, the result isnot optimistic! The accumulation of the Manchu people’s rich culture and musicculture which has distinct features is in serious loss, as a result of hardly anyprotection by local government, inheritance and development of the Manchu music isclosely related to a series policy support and assurance from government. Theresearch of Manchu music policy mainly depend on the present situation in Liaoningprovince, there are some problems about Manchu music policy, such as incomplete inrelated laws and regulations, less government financial investment, lack of appeal,this paper aim at analyzing and researching on such problems, and make somesuggestions to consummate the Liaoning Manchu music heritage and developmentpolicy. The government should attach importance to establish corresponding laws andregulations and equipped with corresponding policies and measures; Set the planningof Manchu music heritage and development; cultivate the Manchu music productmarket, and strengthen its market competitiveness; increasing government financialinvestment, encourage diversified investment subject; culture and attract professionalsof Manchu music; add modern factors, on the basis of keeping original features,encourage Manchu music to innovational develop.
