Participatory Video, also known as community Video,originated in the Canadian project "fogo" in1967.After that, it was widely used by international organizations to promote community education and movement. As the project of this paper, participatory video appeared in China in the early2000s, it is a social intervention method which express through videos. Participatory video project generally organized by non-governmental organizations, the project will motivate community discussion and built community consensus by assist community members to record the events happened in their community and plays the videos in authors’community. To a certain extent, the method to make participatory video-created by community’s collective work-can empower vulnerable groups, promote public participation, triggering community exchange and solve Community Affairs, and ultimately promote community’s development.After the Chinese economic reform, economic of China grew rapidly, gap between the wealthy and poor became larger and social conflicts intensify. GDP of China is growing year after year, but when people are facing the one-sided mainstream media, they chose silence and repression. Therefore, Chinese independent documentary filmmaker focus on this disadvantaged and marginalized group and try to replace them to express to the community in the new video movement, But what they did inevitably leading to the elite thinking. At the beginning of the21st century, the way to develop the new video movements changed. Part of the documentary filmmaker began to self-reflection, they tried to give the right of express back to the group itself, and the popularity and the low price of the DV make it possible. Participatory video began to develop in China in the beginning of21th century. In2003, participatory video has been discussed firstly in the opening of the first YunZhiNan Independent Film Festival; this Film Festival foreshadowed the development of participatory video in China.Firstly, this paper will sort the development path of participatory video in foreign countries and explore the originator signs and representation of participatory video between the beginning of the21st century and2003in China. Secondly, this paper will select2003as a starting point, and sort the development path of participatory video in the decade2003-2012in China. Through data collection and analysis, came to the conclusion that the development of participatory video has two stages:first stage is static and quiet (2003-2004) and the main body appear in the second stage (2005-2012). In the first stage, the participatory video was chosen to be the object of study, to explore the value they manifested. The main body of Chinese participation video gradually reveals in the second stage. Through the focus of different development projects sketched out the development process and conditions of participatory video, and concluded the characteristics they showed in the local environment.The paper is based on the ten years’development of Chinese participation video, attempting to discover the main driving force of development. In the early stages of development, the main reason are the widespread popularity of new technology and the change of concept of Chinese independent documentary; in the sustainable development, the support from non-governmental forces and foreign forces played an integral role; and the objects for study to find deep-seated reason of development should be the main part of participatory video—folks in China. Eventually find out the reasons which promote the development of participatory video in the decade (2005-2012).
