Against the background of globalization, the increasingly closer global relationship in politics, economy, science, technology and more frequent culture exchange has highlighted the function of language as a cultural carrier. Every country has paid more and more attention to cultural communication, and thus the promotion of its language has become one significant means in the process, serving as a national strategy or even an important government act in some countries. Confucius Institute,"the brightest brand" of the international popularization of Chinese language, has got more and more recognition around the world, and has played an important role in the globalization of Chinese language and culture. The paper is intended to make a comparison of language promotion between Goethe Institute (especially its Beijing Branch) and Confucius Institute. Hence it will supply beneficial inspiration and references to Confucius Institute in coping with problems and challenges emerging in its future development, and promote its further development of language and culture popularization. In the meantime, it will also display the advantages and features of both institutes. Based on the research status, the paper will discuss the development and achievements of the two institutes, revealing the features of the two, particularly their relationships with the government and the major characteristics in their language-culture popularization; furthermore, it will compare the two institutes from four aspects regarding cultural popularization (namely law and policy, management system, fund guarantee and practice), and put forward judgments and suggestions. Finally, taking inspiration as the main clue, the paper will draw the conclusion of its research that in the popularization of language and culture, the "steady-progress" mode of Goethe Institute and "rapid-development" mode of Confucius Institute are both "successful modes" led by different school-running drives and concepts; both of them meet the demands for the scientific development of states, times and selves, and have achieved scientific development at the same time. As a result, in the promotional strategy, the two modes should be market-oriented, and take a route of "co-existence and co-development". As a non-profit state agency of language-culture popularization, Confucius Institute complies with the international convention in the way that its fund is guaranteed by the state. In a long run, Confucius Institute should take a multi-development route, depend on the market to a certain extent, and assume partial responsibility for its profits, so as to put more vitality in its sustainable development. For this purpose, Confucius Institute should establish an effective drive system, including long-effective law and policy, impetus for cooperation and so on.
