The so-called“Human rights diplomacy”means mainly that some parts of the western capitalist countries including the United States of America put the basic principles of“Human Rights”into the domain. This policy of foreign affairs was often taken as the safeguard of“Human Rights”of foreign affairs as a basic principle of which to deal with the international relationship was the pretense of defending the“Human Rights”so that to reach the goal to interfere in the internal affairs of other countries. In fact, this policy is a kind of special means of foreign affairs which has the characteristics of aggression and hegemonism.Carter became U.S. President in 1977. He inherited the diplomatic tradition of idealism and concern for the“Human Rights”given by president Wilson. From than on, the policy of“Human Rights”began to be pursued actively all over the world so that a new sheet was opened to American foreign history. Though the“Human Rights”was not a invention given by Carter, all of his efforts made the policy of“human rights diplomacy”be the key content of American foreign affairs policy. During the period of four years of Carter’s being in power, the“human rights diplomacy”was regarded as the one of the important ways in which it was taken by American government to deal with the foreign relationship with other countries at the time, and it formed the far-reaching influence for American foreign affairs. After Carter’s power,, all the American previous governments strictly followed Carter’s basic policy of“human rights diplomacy”to run the States of the country without any exception. We can realize that this diplomatic policy has been already pursued as scripture of foreign affairs by the statesmen in America and it was continued to use in the country up to now.In view of the important position and function of the“human rights diplomacy”itself, many scholars both at home and abroad studied or studying this big point and the results of studying were quite rich and good. The purpose of this thesis is to make a systematic“carding’and summing–up of the policy of“human rights diplomacy”during the period of Carter’s times based on the results given by the famous scholars at home or abroad and depended on my study on the subject of human rights. In the mean while, I expect that the“human rights diplomacy”made by Carter will be the central point and essence and the influence it can be summarized more comprehensively by elaborating the important history facts. And by summing up the theory questions.This thesis contains four parts as followings:The first part: This part expounded the intension of Carter’s“human rights diplomacy”In this part,“Human Rights”,“Human rights diplomacy”,“Idealism”and“Diplomacy of idealism”were described more exactly by the writer. And the other related concepts and the relative connection among them etc. also included in. By describing these concepts and the relationships of that, I hope some general knowledge and conception of Carter’s“human rights diplomacy”can be reached and kept in our mind.The second part: This part expounded the producing of Carter’s policy of“human rights diplomacy”. It consists of three items. They are the history background of producing Carter’s policy of“human rights diplomacy.”, The reason why Carter’s policy can be come out and published in the world, And the theoretical origin of producing Carter’s policy of“human rights diplomacy”by reading Carter’s experience to make his policy of foreign affairs. By describing the content of this part, we will realize that Carter’s policy of“human rights diplomacy”we can realize that the producing of Carter’s policy of“human rights diplomacy”was not‘the water without a source’and was not‘The trees without their roots’. Carter’s diplomatic policy“human rights diplomacy”that has just been born was just the results of combining many kinds of facts and the results of function given each other of the real facts both of the inner link and outer link..The third part: This part expounded the exact process of practicing Carter’s policy“human rights diplomacy”There were some differences between Carter’s policy and the other policies, indeed. For Carter’s policy“human rights diplomacy”, comparatively speaking, the scope of carrying it out was more extensive than others. Carter’s policy contains the human rights both of the Soviet Union and Eastern Europe. And his policy was directed against America and numerous countries in Asia. This part mainly described Carter’s policy of“human rights diplomacy”by citing numerous history facts. By doing this to show us Carter’s policy can be spread widely without limits in the world. And we can know and understand its failure and the reason of its failure at last. And we will further recognize and understand Carter’s policy“human rights diplomacy”in a systematic way by expounding content in this part.The fourth part: This part expounded the substance of Carter’s policy“human rights diplomacy”. We must say Carter’s policy was considered to be the main content and was regarded as the key point of American diplomatic policy. It must embody American consciousness and will, and it must be the means to realize American country-interests. Carter’s policy“human rights diplomacy”forced the American standard of policy“human rights diplomacy”on other countries. It is really a manifest of expanding ideology. By expounding the content of this part, we can realize much more clearly what was the true features of“Human Rights diplomacy”, the“Hegemonism”, and Carter’s policy.
