Human Rights Diplomacy is an important part of the foreignpolicies of the United States, which stands in American foreignaffairs fromWooderow Wilson Presidency. However, it could be divided into four periodsbased on its development: first, the germination-and-development periodnearly lasted six decades, from Wilson to Ford Presidency; second, thenormal mobi1ization period is in Carter Presidency, in which AmericanGovernment took the Human Rights Issues as an important part of its foreignaffairs, especially between USA and USSR, but Carter Doctrine was turningthe Idealism policy into Realism; third, its mature period is in Reagan's second Presidency in which Idealism was combined with Realismsuccessfully in American foreign polices; finally, its enforcement periodis in Clinton Presidency, in which the President Clinton advocated HumanismInterference in the international relations after Kosovo War.According to this paper, the Human Rights Diplomacy of USA is basedon historical and realistic reasons. There are two historic reasons: oneis the Idea of Religious Mission that was taken as Realistic Mission bythe American politicians continuously; the other is the DemocraticTraditions, which are thought to extend throughout the world by Americanaggressors and lay the foundation of the Human Rights Diplomacy. AndAnti-communism Tradition is an important cause. In the Cold War, USA oftenused the Human Rights Issues to attack USSR, while USSR used it tocounterattack USA. Human Rights diplomacy, therefore, became one importantpart in both countries' foreign policies during this period. Hence, HumanRights Diplomacy is a historical notion but is changed frequently indifferent Presidencies, otherwise, successive Administrations all madeuse of Human Rights Issues as an important diplomatic weapon in Americanforeign fairs. So, Human Rights Diplomacy not only is an Idealistic Policy,but also has Realistic Policy characters, even more both of them arecombined to it.The total paper consists of four parts: the first part is Human Rightsand Human Rights Diplomacy: the second is the Strategic Changes of AmericanHuman Rights Diplomacy; the third is the Historical Reasons of the HumanRights Diplomacy of USA; the last was Conclusions. And each part explainsan aspect of the Human Rights Diplomacy of USA.
