Human rights have become an important factor in global politics as well as a natural part of bilateral,regional and international relations.For long,human rights have also been used as a tool of diplomacy by various international actors.In this research,Indonesia,as one of the most important actors in the Southeast Asia region,is used as an example of a country which has been impacted by Western human rights diplomacy.It is very important to look back into history on how Indonesia's human rights promotion and protection developed and its relationship with human rights diplomacy performed by the West.Though human rights diplomacy was successfully carried out,human rights violations have seemed to be increasing in Indonesia,thus its effectiveness needed to be evaluated.The data analysis methods that were used in this research are qualitative data analysis and the quantitative approach,and the data used in this research are from primary and secondary sources,thus including interviews,surveys,and data from literature.This thesis has examined that the diplomacy of human rights carried out by the West alone was not effective to make a significant impact for change in human rights practices in Indonesia.This is in line with the primary data sources used in this research,where all interviewees agreed that legal and/or political commitment is no guarantee of effective action.The questionnaire result showed that most respondents agree that the role of the West and other international actors have been very important for Indonesia's human rights development,though it does not merely mean that it would be effective for improved human rights practices without the commitment from the Indonesian government to enforce the laws.Finally,this research has emphasized that Indonesia has demonstrated that it has sufficient legal resources to guarantee the protection of human rights,and supposedly,efforts towards improvement in the human rights field could be intensified.These legal resources could facilitate enforcement,yet in the case of Indonesia,they are still not maximally exercised.
