Since the late 20th century, because of the rapid speed of social development and operation, the organization was in an uncertain environment. Routine administrative organization show many inadaptable situation gradually, caused a series of governance in effectiveness. Analysis the operation obstacles of task-based administrative organization, due to some reasons like cognition and positioning, laws and regulations, internal administration and supervision mechanism, result in the duty is not clear between organizations, low identities, strongdependency of organizational resources, organization is not timely disbanded. On the basic this paper put forward the corresponding countermeasures,including establish correct tenet and positioning, strengthen the standardization construction of task-oriented administrative organization, speed up the corresponding legal construction, strengthen the human resource management of task-oriented administrative organization, promotes cooperation of task-oriented administrative organization and routine administrative organization, perfects effective supervision mechanism.
