Since the late 20th century, because of the rapid speed of social development and operation, the organization was in an uncertain environment. Routine administrative organization show many inadaptable situation gradually, caused a series of governance in effectiveness. Due to its inherent flexibility, task-oriented administrative organization is used to solve the sudden and urgency special task. In the highly complex environment, the social function of task-oriented administrative organization becomes more and more obviously. But the task-oriented administrative organization has its own defects, such as the duty is not clear, absence of supervision, low identities. It need us to seek effective methods to manage task-oriented administrative organization urgently, thereby improve our unconventional emergency capability, construct the harmonious and stable society better.This paper focuses on the complexity of human society and the increasing uncertainty degree of historical context, applies public management theory comprehensively, uses system analytics, comparative analytics, document analytics, from analysis basic theoretics of task-oriented administrative organization, expounds the evolution of administrative organization theory, the connotation of task-oriented administrative organization, the background and the necessity of existence, compares the features between task-oriented administrative organization and routine administrative organization such as structure division, led authoritative, organizational resources, values and so on, and sum up the characteristics of task-oriented administrative organization. Analysis the operation obstacles of task-based administrative organization, due to some reasons like cognition and positioning, laws and regulations, internal administration and supervision mechanism, result in the duty is not clear between organizations, low identities, strongdependency of organizational resources, organization is not timely disbanded. On the basic this paper put forward the corresponding countermeasures,including establish correct tenet and positioning, strengthen the standardization construction of task-oriented administrative organization, speed up the corresponding legal construction, strengthen the human resource management of task-oriented administrative organization, promotes cooperation of task-oriented administrative organization and routine administrative organization, perfects effective supervision mechanism.
