Research On The Perfecting Of People’s Congress System

On September 15, 1954, the first National People’s Congress began after the founding of new China. The People’s Congress System has developed in recent 60 years from that time, the people’s representative are directly participants of People’s Congress conference, and the direct representative of people, plays a role of bridge in the construction of socialist democratic politics. The way to choose representatives, representatives’quality as well as supervision of them are directly related to the quality of its work, related to the development of socialist democratic politics.According to the People’s Congress System theory, this paper summarizes the content of the People’s Congress System in China, nature and characteristics as well as its status and role. Then aim to improve the People’s Congress System countermeasure from these aspects: representatives’elected, quality, as well as the deputy to the People s Congress supervision. The fourth part is to improve the quality of people’s deputies, promoting the specialization of deputies. The part of the People’s Congress should have the quality, summarizes the current People’s Congress quality problems, and puts forward the establishment of conditions; improve the professional level; to establish long-term training system and countermeasures. The fifth part is the refinement of delegate of National People’s Congress , strengthen the obligation of National People’s Congress supervision.
