The Research Of The Impact Of Internet Public Opinion On Public Policy

With the rapid development of network technology and popularization, internet public opinion has become one of the new ways of political participation of citizen. And internet public opinion which has been attached great importance by the government had significant impact on agenda setting, adjustments, implementation and feedback of public policy. However, though internet public opinion has obvious positive effect, such as improving scientific, democratic, execution and credibility of public policy, it also easily has a negative impact on public policy. Because it brings distortion of public opinion, information overload, imbalance and other issues involved. In response to these shortcomings, only to take effective coping strategies in order to profit and avoid loss, and fully play the active role of internet public opinion to promote the realization of scientific and democratic of public policy.This paper, Firstly, starts from definition, main factors in the formation, expression of channels and features of internet public opinion to seize the meaning of internet public opinion. Secondly, reviewing the formation and development process of influence of internet public opinion, then follows the link of public policy to analyze approach of impact of internet public opinion on public policy. Thirdly, elaborates positive and negative effects on public policy by internet public opinion. Finally, makes proposal about building positive interaction mechanisms of internet public opinion and public policy in order to avoid the negative impact of internet public policy and maximize the positive role of internet public opinion, so the internet public opinion will better serve the public policy.
