With the development of the human society from industrial to informative, information has already become one of the important and necessary resources to high efficiency and opportunities. As for earthquake emergency relief, quick and correct information of the disaster is of vital importance to emergency command and policy making. Due to the economic restrictions of the country, China has no direct and standard information resources, which significantly restrain the veracity and timeliness of earthquake disaster emergency command and policy making. Disaster information of China is featured with variety and multi-disciplinary, thus, it becomes very important to achieve systematic organization, effective storage, management, searching and application. The essay aims at finding a method to collect information and store it systematically into computer according to different varieties, so as to satisfy the needs of different information acquisition and analysis technologies, and provide accurate and timely disaster information for the general commander during relief work, which will correct the deviation during emergency dynamic evaluation and policy making to the largest extent.The writer firstly analyzes the situation of emergency command system both in China and abroad, main factors that restrict the acquisition of disaster information and the problems we face during earthquake disaster emergency response. Basing on the realization of necessity of disaster information acquisition, technological analysis and processing, the writer analyzes the key technique of disaster information acquisition, construction, and design and realization of modules. Disaster information are sorted and stored, so that application of the earthquake disaster emergency information technology can be achieved through SMS and other information platforms. Disaster information coding and automatic building of data base is introduced to analyze and design a SMS recognition module of earthquakes and other disasters. The essay focuses mainly on the discussion of the realization of the following disaster information systems:SMS acquisition and recognition、Use of the remote sensing technology in the disaster analysis and rapid assessment system. Briefly summarizes the other disaster analysis, recognition system is realized.
