Erdos Environmental Protection Bureau as the city hall of the competent administrative department of environmental protection, the responsibility and power to a more and more significant, but the unit as a result of the traditional personnel management history factors still exist, the inevitable derived from management system become rigid, incentive means is backward wait for a series of problems to be improved, directly affect the unit of civil servants work enthusiasm, restricted the organizational performance.This article first introduced the domestic and foreign famous incentive mechanism theory and our country public sector incentive mechanism theory, analysis of China’s public sector incentive mechanism present situation analysis, for Erdos Environmental Protection Bureau incentive mechanism provides a theoretical basis for research foundation. Then bases on the practical investigation, combining empirical analysis with normative analysis, using the theory of human resource, in-depth analysis of Erdos Environmental Protection Bureau in the officeholders’ incentive problems, analyzed the causes of these problems, and puts forward the suggestions for improvement.Erdos Environmental Protection Bureau existing incentive mechanism also represents our country public sector incentive mechanism situation, so I hope this incentive mechanism improvement suggestions for other public sector incentive mechanism has a certain reference.
