Shaanxi Remobilised Countermeasures For The Prevention And Control Of Pollution

With the development of economy,persistent organic pollutants (POPs) has become an environmental hot issue caught the world’s attention. POPs are widespread in the atmosphere, water, soil, sediment, plants, animal tissues and the human body. And most of them bring a huge security risk to the ecological environment and human health t because of their high degree of carcinogenic. Study on the persistent organic pollutants pollution start late and pay insufficient attention to management and research on persistent organic pollutants in our country,which cause the environmental problem to get worse. As the course speeds up, which our country perform the Stockholm convention,to study the standard management and pollution prevention measures on persistent organic pollutants has already urgent.This study learns from the existing achievements of home and abroad about persistent organic pollutants pollution control theory and practice.And then combined with the natural and social environment in Shaanxi Province,it assesses the current situation on the POPs pollution and monitoring management. It determines the Shaanxi Province performing strategic objectives and priority control areas of the POPs pollution.Then it divides and implements the stage of the POPs pollution control measures and the main control contents correspondingly.Finally the POPs pollution control measures are initially formulated,which adapt to the actual situation of Shaanxi Province.This study provides a scientific basis for the POPs management in Shaanxi Province.The main conclusions of this study are as follows:in2010, the key control industries of dioxin emissions in Shaanxi Province are iron ore sintering、steelmaking production coke production paper production,which account for the total emissions respectively41.02%30.33%、13.88%、7.25%.The cities to focus on control the dioxin-like POPs should be Weinan and Hanzhong, which accounts for78%of the province dioxin-like emissions. Eighty percent of the identified containing PCB capacitors and their wastes has been concentrated in Shaanxi Province,and the others are scattered to be stored in various enterprises. The phenomenon about flow, use, sales, inventory, and supersession of the controlled pesticides. According to the POPs pollution and disposal situations,it strengthens the supervising ability construction and perfecting relevant laws, on the basis of which the harmless control level is vigorously improved. This study sets specific measures from ten aspects to control POPs orderly in a planned way.It reduces or eliminates gradually the POPs emissions produced intentionally or unintentionally and gradually takes action to reduce or eliminate the POPs emissions of inventory, waste and and contaminated sites.
