Research Of Pollution Condition And Prevention Countermeasures For Persistent Organic Pollutants In Jilin Province

Persistent organic pollutants（POPs）is a kind of natural or synthetic organicpollutants.It can exist for a long time in the environment and long distance migrationthrough various kinds of environmental media such as atmosphere， water， biology，etc. It also can make serious damage to human beings and the environment. Persistentorganic pollutants has persistence，long distance transmission， biological cumulativeand high toxicity，so it can cause serious harm to human beings and the environment.It becomes the focus of the global environment and the hot of research.Based on the data about POPs emissions source and emissions in Jilin province，the POPs pollution situation of Jilin province is analyzed in the thesis.And dioxinemissions is emphasized. The emission factor estimation method and the predictionmodel is adopted to estimate the annual emissions of dioxins from2009to2015inJilin Province. The composition and the trend of the dioxin emission are also analyzed.Finally the countermeasures of POPs pollution prevention and control measures areput forward.The following conclusions are got:（1）In17dioxins key emissions sources， there are13in Jilin Province.Theyare Pulping&papermaking， cement， iron ore sintering， steelmaking， coke，magnesium， cast iron， galvanized steel， nonferrous metals reproduction， brassand bronze， polyvinyl chloride， waste incineration and remains cremation.（2） In2008， there are359enterprises which exhaust dioxins，46more than2006. There exist505pieces of emission equipment，24more than2006. The totalproductivity is33736628.45tons.The total emission is61508.26mgTEQ， whichreduces by1.30%than2006.（3）The four key industries of dioxin emission are steelmaking，Magnesium，iron ore sintering and waste incineration in Jilin province. And the point districts are Tonghua city， Jilin city and Siping city. Their emission is78.63%of the totalemission.（4）The main dioxin emission sources in Jilin Province are industrialproduction and solid waste incineration. Most dioxin emission comes from industrialproduction. To2015， the total emission of dioxin in Jilin Province will decreaseobviously. And the average reduction rate of the four key industries in2015will bemore than10%.（5）In order to reach the requirements of NIP， the POPs pollution preventioncountermeasures in Jilin province should focus on the following respects:①dioxinemissions reduction and pollution control measures;②PCBS environment harmlessmanagement and disposal measures;③environmental harmless measures of POPsInventory waste and storage site;④POPs monitoring;⑤POPs management systemand management ability construction;⑥POPs pollution control propaganda andpublic education，etc.
