Of the average40.85billion cubic meters of water imported in Danjiangkou Reservoir, Han River and Dan River contribute28.47billion cubic meters, accounting for water storage in70%, because they run through Qingling-Bashan Mountains, which is the important fountainhead of the Middle Route Project (MRP) for South-to-North Water Transfer. Restricted by historical, social and natural conditions, the economic development in Qingling-Bashan region remains quite backwards. In order to meet the requirement of MRP, the local government, as the main water resource used for drinking water supplies, has enacted strict sewage discharge standards, made further improvement on the quality of ecological environment, and devoted greater efforts on ecological construction and water environmental protection. However, the contradictions between Shaanxi eco-environmental protection and local people’s rights to survival and development have been undoubtedly intensified. Therefore, proper measures must be taken to give people in this region a reasonable compensation in accordance with fairness, beneficiary-compensating principle and laws, policies and regulations related to ecological compensation.In this thesis, the writer summarizes the development of water environmental capacity, conceptualizes the model of Hanjiang and Danjiang basin, and calculates respectively their ideal water environmental capacity. The innovative achievements can be summarized as follows:1. Water environmental capacity is calculated in regions of different guarantee rateAccording to the calculation, COD environmental capacity in regions of different guarantee rate(90%、75%、50%)of Han River is53215.62t/a,73309.47t/a and89815.76t/a;NH3-N environmental capacity is4179.66t/a、5747.58t/a and7579.57t/a. Meanwhile, COD environmental capacity in regions of different guarantee rate(90%、75%、50%)of Dan River is3020.95t/a,3540.34t/a and4159.18t/a;NH3-N environmental capacity is282.55t/a、374.29t/a and453.21t/a.2. Ecological compensation value of the southern areas in Shaanxi Province is calculated According to the calculation, the83000tons of water environmental capacity of the southern areas in Shaanxi Province total value182.08billion. This is equivalent to21.94billion per ton. Considering the southern areas in Shaanxi Province could discharge39000tons of water pollutants, the water environmental capacity of ecological compensation is44000tons;96.536billion should be compensated to the southern areas in Shaanxi Province.
