Along with the development of economic society, vehicles increase fast, which provides the convenience to the people but pollutes the environment seriously. The pollutants exhausted from the vehicle accumulate at a relatively low level which is1meter from the ground is near the breathing zone and endanger the health of people. It becomes a serious problem to the workers of environmental protection that how we can enjoy the convenient traffic while the dangers of vehicle emission pollution could be abated effectively, while which is the research objective of this thesis.On the basis of analyzing the dangers of vehicle emission pollution, this thesis discusses three theories, i.e. Public Goods and its Externality, Public Choice Theory and Multiple Treatment Theory, explores and analyzes the problems of vehicle emission pollution control measures, such as to monitor, evaluate and improve the law and regulations of Xi’an, the standards of oil used by the vehicle could not match with that of the new vehicle and the relative oil could not supply in time, the monitoring method of the in-used vehicle lags behind other cities, the maintenance field of vehicle is in a mess, the checking method of the vehicles with the yellow environmental symbol or without any environmental symbol also lags behind and so on, and analyzes the reasons from four parts that the public policies do not perform well, interests between public and individuals do not deal with well, multiple subjects does not work well and negative externality appears. At the end of this thesis, it puts forward the proposal to improve the original vehicle emission pollution treatment policies through borrowing the advanced experiences home and abroad.
