Population expansion, over-consumption, lead directly to growth of waste. And the problem will become more serious.Municipal solid waste is one of the major city pollutants, stockpiling during the occupation of land may cause soil pollution, air pollution and water pollution. The emission of municipal solid waste will generate environmental risk. For example, the solution of MSW treatment has been a problem that trouble city people for a long time. The solution of waste recycling and reusing has become the key way to treat MSW. Here comes a concept of "vein industry", one part of the circular economy.At present, the development of the theory and practice of vein industry is more mature in some developed countries. It is characterized by a complete legal system, policy support, appropriate economic incentives, well designed and conducted recycling-system and strong public awareness of environmental protection. Compared to foreign countries, the concept of vein industry appeared early in China, but it is later emphasized. Overall, the vein industry is less developed, because of lack of related legislation and appropriate incentives. Thus, it leads to the lack of material basis, technology basis and market foundation.This paper is studied with the basis of waste classification and reduction, with the theme of vein industry. The article mainly focus on the four aspects, including waste textile industry, its material chain analysis, value chain analysis and stakeholder analysis. With the study of these four aspects, it is aimed to find weak link of the old waste textile industry, so that it is easier to put out solutions of strengthening the industry development, through increasing profit margin, which can rouse companies’ enthusiasm to run related industry.Through the study of three chains’analysis, it is aimed to find the key links to optimize the vein industry, so as to solve the bottleneck of vein industry development in Shanghai. The view of Shanghai garbage classification reduction on the basis of waste separation at home and abroad gives the methodological basis of policy measures to help development vein industry.This paper comes to the conclusion that the weak point of old fabric vein industry is in the recycling stage, the needs of the textile enterprises is the core of the whole chain, with the economy stimulating role; The way of incorporation, business cooperation to promote cooperation among stakeholders, is conducive to the development of the industry chain.
