LNG (Liquified natural gas, hereinafter referred to as the LNG) more and more get thefavour of the attention of industry and market due to its low temperature, clean, easy totransport advantages,.Due to the particularity of LNG mining, transporting and using, it formed a unique LNGproject industrial chain, from gas fields, oil pipelines, liquefaction plants, upstream storagetank, the output station, ship by sea or land transport tankers, the receiving station,gasification station, the downstream pipe network, users and other components of LNG chain.Any part of failure of the LNG industry chain will affect the normal operation of the wholechain, leading to accidents and losses.In order to better control the LNG industry risk and reduce accident rate, author believeaccurate and comprehensive understanding from the macro vision of the LNG industry chainrisk and safety issues is needed, so as to provide useful advice to develop the construction ofLNG industry risk control policies and the LNG industry safety norms.Based on dialectical understanding of the relationship and definition of risk and safety, thefirst part and the second part of this paper indentify and analyze LNG industry chain riskfactors and discuss problems about security technology, with emphasis on LNG terminalproject.LNG receiving station regional risk assessment method is put forward to assess theinfluence degree of envirommental effect on LNG stations for qualitative and quantitative.Adopt Hazard and Operability Analysis (HAZOP) and Fuzzy-AHP method to assess LNGterminals risk in qualitative and quantitative ways and verify its feasibility.Combined with the actual situation of one typical type of LNG terminal station in China,apply assessment results of safety evaluation on the BLEVE explosion model based on LNGstorage tank to show the result of hazardous degree,demonstrating the safety distance betweentanks and people (naked body and dressed body), which will provide a reference for LNGtank safety regulation.Finally, briefly discuss the direction of future work.
