The trading body of environmentalexchange should not be extended indiscriminately, enterprise, strong environmentalgroups, government all can be emissions trading body, but it is not significant that theindividual becomes trading main body. The object of emissions trading is the use ofenvironmental capacity, and we can take example by international methods to realizethe transaction object of carbon dioxide equivalent transformation. In order to keepcontrol of area total plan, the environmental exchange should prior trade in the region,and actively carry out cross area to trade. At the same time, we should persist ingiving priority to market mechanism in price formation mechanism, and give moreopportunity to participants on the transaction price and transaction contractsupervision function. In the supervision of the environmental exchange, combineinternal supervision and external supervision, and give full play to the third partycertified mechanism and self-discipline of the articles of association effect, makeenvironment exchange freely and fairly run in the sun, then contribute to Chineseenergy conservation and emissions reduction.
