Research On Market Founding Of Emissions Trading

Nowadays, protecting ecology is a social problem. The Ecological Economic Zone of Poyang Lake has been referred to as one of national strategies in December2009. It's difficult to reflect ecological attribute of Jiangxi Province with development of economic. Facing great pressure on protecting ecology, it's an important subject on realizing environment-friendly society in Jiangxi Province. Emission trading is regarded as an efficient policy on ecology and economy. It means given gross emission quantity in some area, which occurs among different intern parties with money so as to achieve balance on emission among these parties, and can further curtail emission and protect environment.The mechanism of emission trading is regarded as an object in this paper. Firstly, I will analyze the mechanism of emission trading in the angle of economy on the basis of summary and analysis of domestic and foreign literature on theories and practice, which will be helpful to analyze how the market of emission right is determined. Secondly, I will analyze the market of emission trading, including a quantity-controlled mechanism, initial allocation of emission right in combination of environmental knowledge concerning environmental self-purification capacity and its capacity and government expectation target about emission reduction, choose a combination of free and payable methods (sales on fixed price) as a pattern of initial allocation, form a quantity-controlled and allocation mechanism, analyze deeply the factors that have influence on emission right price and simulate and construct operation process of emission right in Jiangxi Province. Then, I will analyze the necessity and feasibility of promoting emission trading in Jiangxi Province. Finally, after summarizing and analyzing relevant institution about environmental protection in Jiangxi Province and learning from domestic and foreign practical experience on operation of emission right, I will suggest that we could improve the environmental protection institution in Jiangxi Province by strengthening the some aspects of laws and regulations on the mechanism of emission trading, the Agency's safeguard system, the technical support system and advocacy guidance system, which can have promoting and protective meaning of implement the mechanism of emission trading in Jiangxi Province.
