So how to make the energy reasonable and effective, and how to make the energy, environment, economy and society for sustainable development, are what the people face one of the important tasks in twenty-first century.In this paper, analyses and summarizes the overall situation of energy utilization status in Qingdao. In Qingdao from2005to2009, on average across the province accounted for11.4%of energy consumption, accounted for14.5%of the province of GDP, with relatively little energy contribution is relatively more GDP. On the whole, the optimization of energy structure has becoming better and better in Qingdao. But at the same time, the energy structure of Qingdao has faced a lot of problems:Energy self-sufficiency rate is low and degree of dependence on external is high; Energy consumption structure is single, the overall situation of energy is not optimistic; High energy proportion is small and utilization rate is low; Energy utilization rate is low and unit value of energy is high; Energy reserve is less, anti-interference ability is weak.This article from the low carbon economy theory and sustainable development theory as the starting point, combined with the current situation of energy consumption structure of Qingdao City, Scientific induction and the establishment of energy consumption structure optimization degree index system, and ultimately determine the20indicators. By using AHP to determine the weight of each index value and obtain the top six indicators are energy utilization efficency,energy consumption per unit GDP,energy consumption elasticity coefficient, emission of CO2,energy intensity,the per capita electicity energy,corresponding eight values are0.2512,0.1493,0.0868,0.0764,0.0730,0.0517.analysis and evaluation the change tendency of energy optimization in Qingdao city from2005to2009.From transverse look,in2005the optimization index value of Qingdao city is0.536,in2009it is0.570.Energy optimization of the trend is increasing year by year,it show that energy system of Qingdao city is continuous optimization.Form the vertical perspective,economic optimization index far outweigh the environmental benefit and the social benefit optimization index,it show that economic development of Qingdao mainly depends on energy consumption.Last, According to the evaluation results and combining the situation of Qingdao City, Put forward countermeasure and proposal.of energy consumption structure optimization adjustment.
