Design phase of the cost control is the key link of the whole process cost control of the Construction projects and the important stage of preventing the Cost from being out of control of Construction projects. According to statistics, the design phase is the main stage of affecting construction project cost after the Project investment decision. The design phase of the project cost control effects of as much as75%-90%.So, the design phase of the whole project construction cost control is the key content of cost control. Well-done design phase of the project construction cost control is expected to get the important guarantee of the benefit of investment.Quota design is the effective method of cost control, the key content and important work of which is exactly to set the reasonable maximum amount and conduct investment decomposition, but it lacks the practical, operable and specific implementation steps in the process of practical application. This topic is the exploration of the two problems above.First of all, using fuzzy clustering grey prediction method to design ceiling—Investment estimation to undertake forecasting can improve the scientific rationality of the prediction greatly. The combination of Fuzzy clustering and gray prediction, can greatly improve the prediction of scientific rationality. Fuzzy clustering process is the process of screening forecast factors before the forecast. We can choose the similar proposed projects by using the of process fuzzy clustering, further to conduct analysis and summary of completion settlement of data of this kind of project and use grey prediction method for investment estimation to undertake forecasting.The second is to conduct the decomposition of maximum quota with the theory of value engineering. According to the core idea of the value engineering theory, it can make the function and cost meet the most reasonable configuration, which also means reach the highest value function. According to the analysis of the construction project each function and the different importance to construction projects, we can give different weights to each function of construction projects, According to specific weight value corresponding to the assigned amount of investment, the construction funds can be made the best of and its efficiency will be improved.
