With the rapid development of computer technology, many industries all want to digitalization. Livestock and poultry breeding industry is a large part of agriculture in our country, it is directly related to meat supply relationship, but in recent years our country often emergence the firestorm of livestock epidemic disease, and even the emergence of zoonosis, which largely affect the development of animal husbandry. Now though computer technology has developed to a higher level, but the livestock disease is less combined with computer technology, a lot of research simply base on livestock and poultry disease knowledge study, did not put it together with computer application, appear the inevitable lack of spatial data operation,and affect communication of the space information to the user, such that the data is not complete. These hidden problems affected the information transmission and data processing to a certain extent, influencing the user, but also affects the efficiency of livestock and poultry disease control. Therefore, here it is necessary for us to establish a computer combined system of livestock and poultry disease control, and the system will show a simple picture and utility function, and hope to play a modest development of agricultural information.The first chapter through the inspection of livestock and poultry disease related information, made a summary of the study area to the domestic and foreign development situation, followed from the research content, objective and technical route leads the structure; secondly, to the development of the system used in the second development types do in this, and do the comparison cases of system development model, then introduced the ArcEngine component technology; and then, discussed the system’s overall design in detail, including the principle of system design, the implementation of technical route and system demand analysis; then design the database, introduced the database design after the process, discussed the data structure of database and table field design in detail; finally, the function of the system is given a presentation to analysis the regional landfill site selection, and get the result in final moment.In view of the insufficient place of current research in this area, the system is used the currently more popular of second development, combined with ArcGIS Engine in the congenital advantage, and uses Access database to achieve the data query, while the system is in a simple, convenient and practical function of the interface for users, as farmers, animal husbandry and animal husbandry related enterprises departments to provide information service and decision, so the system has a certain significance and realistic significance.
