| Recently, for policy sciences, the study of citizen participation mechanisms in public policy-making is a significant subject. This study, especially for our country, cannot only conducive to a democratic and scientific public policy, but also conducive to protect citizen’s legal rights. What’s more, such study plays a role to promote the construction of socialist democratic politics of China.This paper, which focus on the concepts of public policy and citizen participation and is based on the theory of sovereignty of the people, modern democratic administrative theory and public governance theory, illustrates the necessity of citizen participation. According to analyze the recent situations and existing problems, this article proposes some useful suggestions to perfect our country’s public policy formulating.Introduction:the purposes and meanings of theme-choosing, main ideas of other relative citizen participation articles, content and methods of studying, the main problem that should be solved, and the creativity of theory.Theory analysis of citizen participation. It highlights the theory base and necessity about citizen participation via basic concepts.Introduce the mechanisms of open administration, government of public opinion expression, public opinion, and analyze the existing problem in citizen participation: mechanism lacking, the weak sense for government to accept, non-perfect legal protection.Strategies analysis. It is necessary to find the solutions and strategies to perfect our country’s citizen participation. People should have perceptions and abilities to take part in the public policy activity. The government should change minds of governing to serve the public and guide people to be more active. Perfect the recent mechanism and widen the way for citizen participation is the significant part for systemic level. Making relative legislations to promise people have right to attend also can be a good solution for perfecting citizen participation. |
