Public Policy Analysis Of The Construction Of Key Disciplines In The Health Care Industry

Health is the foundation for the fulfillment of human development. An impetus is to ameliorate public health administration, which is related to the wellbeing of everybody. Government plays an important role in the development of medical policy in order to improve public health service. Through long-term unremitting efforts, China’s medical and health system get rapid and remarkable development after founding of new China, especially after implementation of the reform and opening up policy. However, challenged with the new situation, the present national medical service system is still need to be improved. The problems focus on overall incompetence, obscure goal, unbalanced expertise, poor distribution of medical resource, shortage of medical talents and lack of environment to develop health policy. All these problems make it difficult to meet the people’s growing demand for health services and also the national economic and social development.The’key discipline construction’, a long-term fundamental strategy, is the core of China’s health reform and development. The purpose of this strategy is to improve the quality of medical service; enhance independent innovation; develop medical science; train medical staff; deepen medical reform and to maintain people’s health. The development of ’key discipline construction’focuses on the diagnosis and treatment for major diseases, which favors technology innovation, and patients will benefit from it. As the paradigm, key disciplines can effectively optimize hospital discipline structure and layout, improve quality of personnel training and promote the level of scientific and technological innovation, which is beneficial to the all-round development of every hospital and national medical service system.At present, the medical and health system refonn is facing a crucial period. With the deepening of reform, comprehensiveness and complexity made it more difficult to fullfill the task. This paper takes Cardiovascular Department of Nanjing First Hospital as an example, and analyzed its development experience; investigated the effectiveness of’key discipline construction’. From the perspective view and value orientation of public policy, the development of the basic ideas and the major issue of the ’key discipline construction’ are analyzed. Via discussion of achievements, experience and plight in the construction of ’key disciplines’, we develop solutions on how to optimize hospital resource allocation and enhance the core competitiveness.
