The cultural identity of ethics is the foundation of national identity. In the evolutionof unified multi-ethnic history in China, Universal ethic played an important role onformation of unified political structure in which Confucianism as the core. Especiallywhen the central government to decline or crisis in a minority regions or border areas,promoting Common ethical and cultural identity by continuous developing economicinteraction of culture and economy, giving a strong pull to the minority areas or borderareas, so that an unified political structure is able to develop continuously and innerorganic link in the unified political structure able to be strengthened.In the long-term contacts with people in central plain, the continued infiltration ofthe Confucian ethical culture to Tibetan enabled Tibetan ethical culture full of elementsof universal ethic.In the end of Qing dynasty, on the impact of the current situation of foreign anddomestic situation, the Qing government faced a crisis in the possession of sovereignty.The Qing government sent Zhang Yintang into Tibet for the investigation and handlingevents in1906. He advocated regain sovereignty which has great influence on moderneconomic and social development in Tibet and has an significant place in the modernhistory of Tibet.In planning and advocacy of overhaul innovative, Zhang Yintang wrote andtranslated “a leaflet on custom of enlightenment” and “a leaflet on improving Tibetancustom” published.“Remove laziness and inspire will” is a key part of the reform inTibet which was designed to consolidate the relationship between Tibet and the centralgovernment.On the basis of detailed historical data, this essay examines developed Tibetancustoms advocated by Zhang Yintang from the perspective of historical evolution ofunified multi-ethnic country and Innovative universal ethic, and then a depthexploration is expanded.“a leaflet on custom of enlightenment” and “a leaflet onimproving Tibetan custom” are considered as easy-to-understand reading whichoccupies an important position in the later Qing reform. Its significance is onadvocating universal ethics and building national identity on the link of cultural identity.“Tibetan Assimilation” and “nationalism” are debatable for Tibetan customsdevelopment is “advise” but not “compel”.Tibetan customs development advocated by Zhang Yintang is not only a leading consensus of the New Deal, but also settled public opinions and ideological basis forsocial civilization and progress of Tibet. The influence benefits Tibet’s later civilizationand progress and development of economy, thus conducive to strengthen innerinteraction in Tibet in a unified multi-ethnic country.
