As the Third World, Latin American countries has a rapid nationaldevelopment, its foreign policy has been followed. Dependence of national identitymake it more emphasis on diplomatic relations with other countries.This article focuson the development of relations between Latin American countries and WesternEurope in the 1960s and the 1970s,trying to analyze how to establish extensivecontacts and the impact of the original pattern with the trend. Firstly,this articleexplains the relationship of Latin America and Western Europe before the 1960s and1970s.Then,this article discusses the background of the breakthrough progress duringthis period by a number of ways. In the special background, relations between the twosides during this period has made a breakthrough progress involving a wider area, alarger scale, and highlight results. There are also some obstacles with thedevelopment,but the development between the two sides is the mainstream.and thedevelopment results are significant,such as,the driving force of development in LatinAmerica, the competition key point of Western Europe, as well as a strong impact onthe bipolar pattern, and a profound impact on today’s Latin American diplomaticsituation,The paper focuses on the golden age of the relationship developmentbetween Latin America and West Europe in 1960s-1970s, aiming to analyze thebackground of the development of relations, the performance, existing contradictionsand influence.The first section describes the history of the relations between the twosides,making the foundation of the golden period in the 1960s and the 1970s. LatinAmerican countries, long-term controlled by the United States, Western Europe alsoconsider Latin America as "outlying areas" of foreign policy during a very longperiod.So, the contacts and exchanges between the two sides is very limited. However,there are a lot of friendly exchanges between the two sides, which has laid a goodfoundation for the emergence of the golden period of the sixties and seventies.The second section describes the background of the relations in this period, mainly from three aspects. Firstly Latin American countries pursue a diversifiedforeign policy during this period,trying to get rid of the shackles of the UnitedStates.Secondly Latin America and Western Europe more attracted to eachother,.Thirdly, Latin American domestic economic development policies and theeconomic crisis hit make the meeting point of the economic exchanges between thetwo sides. Finally, making a more in-depth theoretical interpretation through thecorresponding national relations theory of this phenomenon.The third part is the focus of this article, focusing on the performance of thisgolden age of relations development between Latin America and Western Europe.Bydiscussing the relations between several large economic development in LatinAmerica, like Mexico, Brazil, Argentina, Venezuela,and several Western Europecountries, like Britain, France and other countries to focuses on the friendly tiesbetween the two sides in economic, political, military area. Several large countries inLatin America and Western Europe have friendly exchanges on the political,economic, military area during this period, especially in Western European countriesmoving toward the joint, EC and Latin American countries also had extensivedealings,also had friendly exchanges and extensive contact on the political, economic,military area.The fourth part discusses the obstacles in the development of relations betweenLatin America and Western Europe from two sides during this period.The fifth part focuses on the impact of the development of relations of thishistorical event between Latin America and Western Europe.Finally the conclusion, the development of relations between Latin America andWestern Europe started in particular international context, several large countries inLatin America and Western Europe had friendly exchanges and extensive contact onthe political, economic, military area during this period, and had a major impact.
