Administrative Ethics In The Process Of Urbanization Of Horizon, Studies Our Country Farmer Unemployment Benefits

Nowadays farmers’ unemployment problem caused by cultivated land requisitionemerges constantly in China.The phenomenon of "Farmers’ unemployment" isinevitable and "farmers’ employment" is very difficult. The reason lies in the demandsand game playing of each three parties--central government, local government andunemployed farmers by investigation. For unemployed farmers,they will face manysocial problems such as they can be competent for the new obtain employment and along last employment.The defects of system arrangement reflected by the problemsabove can be concerned by two levels of "Metaphysical" speculation and "material"thinking."Metaphysical" speculation should be emphatically resolve value orientationof public administrative system arrangement.This is a fundamental problem of publicadministration.For "material" thinking,the research will focus on the two dimensions of"unemployment aid system arrangement of farmers scrutiny under administrative ethicsperspective" and "unemployed farmers aid process reengineering scrutiny underadministrative ethics perspective".Perhaps the defects of farmers’ unemploymentassistance system in urbanization process of China will be solved by the measuresabove.This paper contains four parts: The first part which including the first and thesecond chapter will introduce the isagoge and relevant theory.It will mainly introducethe relevant theory, the reality and academic value, research design and theframe,concept theory basis used in this research and so on in order to prepare for thewriting of subsequent chapters; The second part which including chapter3--the defectsof farmers’ unemployment assistance system in urbanization process of China".It ismainly introduced the "Being" situation of farmers’ unemployment assistance systemnowadays.The three parts--land expropriation compensation system, the reemploymentproject, the social security system and so on ard included.Each part will summarizethe situation and disadvantages of farmers’ unemployment assistance system inurbanization process of China from three aspects below--policy situation,the defect ofthe policy content and implement procedures in order to prepare for the ethical analysis and countermeasures of system defects;The third part including chapter4"ethicalanalysis for the defects of farmers’ unemployment assistance system in urbanizationprocess of China" is mainly to analyze the defects’ reason by using relevant theory tofind the system defects and process problem mentioned in the second part.The humannature assumption theory, game theory and administrative ethics theory are mainly usedas the path to analyze the dilemma cause and provide important basis for thecountermeasure analysis of the following part. The fourth part including chapter5"perfection countermeasure thought of farmers’ unemployment assistance system inurbanization process of China" will mainly under the administrative ethicsperspective,based on the public administration value orientation survey, proposecorresponding countermeasures in system arrangement to achieve the purpose ofproblem solving.
