The paper is based on a case study of the FSA documentary photography in USA during the Great Depression, which meant to reveal the implied power significatio-n behind the image controlled by the Roosevelt government, in order to prove it a-s a ideological tool like other art forms of the Federal Art Project. Firstly, this p-aper introduced the FSA institution and its FSA Photography Project, which has y et not to be known by domestic academic circles, meanwhile examine the photogr aphy theme. In the following chapter, the image text of the FSA Photography is c ompared with the actual text of the historical records, putting forward the forged r eality of photography. Except the content analysis, the next statement is offered to rapid development and turning of the American mass media, in order to explore how FSA Photography achieve its government value. From this, it can be seen tha t FSA Photography has been far beyond merely record for the facts, but by the vi rtue of its inherent advantages of copying the world, to satisfy the demand of the "Authoritarian Rule" and "Cultural Industrial Control". The FSA photography suff ered ideological destiny, thus is interfered by power.
