From The Enterprise To The Transformation Of Township Enterprises Of Communes, Zhuji City, Zhejiang Province Town Hardware Store Mouth Industry Research (1970-1989),

The construction of new China’s rural industry, has gone through ups and downs. During the development, different districts have come into different types. Most parts of Zhejiang province have formed uniquely "Zhejiang Model", in the main feature of private economy and industrial agglomeration, which is quite different from community-powered type of "Sunan Model" and foreign capital injection of "Pearl River Model".Commune-brigadeenterprises started from the industrialization of People’s Commune in1958, which were team-up-collectively owned enterprises initiated by agricultural production cooperatives, rural people’s communes and production unit through the process of Agricultural Collectivization and the Movement of People’s Commune. After the policy of reform and opening-up,"Commune-brigade Enterprise" was renamed as "Township-village Enterprise" in the No.4Document promulgated by Chinese Central Communist in1984, which changed the nature of rural industry. Township-village enterprises broke through the form of collective ownership of Commune-brigade enterprises, formal inclusion of cottage industry development. Afterwards, township-village enterprises were made up of three types of organizations that had different development history: township-run enterprises had a further development because of the priority of enjoying the resources providing by the government; cottage industry got a meteoric rise since it mobilized the enthusiasm of most people; village-run enterprises stuck in between them gradually declined.The thesis selects the hardware industry in a town of Zhejiang province as the object of study, in order to research about the reason that an agricultural town turned into the one majoring in hardware industry, through the discussion of the development history. Talking about the history, since the first hardware enterprise was founded in1970, lots of small hardware workshops owned by individual came into existence especially after1984, then formed the town of hardware industry, through which was that the Central Communist had gradually liberalized market and allowed the process of private capital under the changed policy from planned economy to market economy.During the process of Commune-brigade enterprises turning into township-village enterprises, the most fundamental change is to reconfirm the legitimacy of cottage industry. With the relaxation of the policy, the ownership of the enterprises continued down from the national to the community team, and to the individual at last. The history of the development of township-village enterprises was also the history of the three game. In the strict planned economy era, the will of the state was forcibly extended from the top to the lowest level. While the policy is not very clear, the dominant of the local government was more important. With the advance of reform and opening up, cottage enterprises have become the mainstream of development due to the successful mobilization of individuals.
