The current judicial reform process is so slow that judicial independence and authority is severely affected, and the difficulties on the implementation of the court proceedings in the administrative are caused. Therefore, improving the implementation of administrative litigation system, which serves the interests of justice and the legitimate interests of the executive relative, would be important and difficult to the reform of the current justice administration system. This paper focuses on the administrative litigation enforcement system, connecting the theory and practice, and analyzes in depth the administrative litigation enforcement system in the use of concept analysis methods and empirical investigation.After the comprehensive research on the current number of closed cases, and the closed form of administrative litigation cases, and the case study of administrative judgments implementation, the status of implementation of the administrative litigation is investigated by statistical methods and form methods. Then, taking the administrative litigation enforcement system as the entry point, from the angle of system design, the legislative system, cultural system and the judicial system etc., analyze the difficulties of the implementation on administrative litigation enforcement system and summarize its reasons for the improvement the country’s administrative litigation enforcement system. After that, the paper refers to the foreign related experiences of administrative litigation enforcement. Finally, according to the defects of the enforcement system and related experiences, the paper provides the measures for the improvement of administrative litigation enforcement system, from the aspect of the administrative litigation system, the judicial system and legal system.
