The Gutian Congress Resolution is the theoretical achievement of party in fourtharmy of Chinese workers and peasants’ Red Army at the Ninth Party Congress. NinthParty Congress has rectified the style of work and defined the outlook and methodology offourth Red Army party more clearly, not only reinforcing the institutional andorganizational building of the Fourth Red Army inner-party, but also emphasizing that theFourth Red Army must insist on principles of democratic centralism and that army mustobey Party’s leadership absolutely. Moreover, the Ninth Party Congress has introduced aseries of concrete implementation method with great significance to improve PartyBuilding.After getting through the Chinese history of revolution, construction and reformation,the Communist Party of China has evolved from one that led the people in the fight forseizing the power nationwide to one that has led the people in exercising the state powerand to a party in power for a long period of time, from one that practiced economicplanning and being under external blockade to one that has adopted the economic policyof opening to the outside world and developing socialist market economy. However, in thenew century and new stage, in spite of such progress, there are still some problems cryingout for solutions in the sphere of the party building.By the method of Marxist dialectical and historical materialism philosophy，inreference with some relevant theory and research, I tried to beat out the sense of everyword and phrase of Gutian Congress Resolution and comb out the main achievement ofGutian Congress Resolution in party building. Firstly, party building has to bestrengthened in respects of idealistic construction. We should analyze the unhealthytendencies in our party by scientific method so as to solve inner-party’s ideologicalproblem accordingly and overcome non-proletarian ideology with the proletarian ideology,what’s more, launching the ideological and political education of party by taking Marxism theory as the main content, and so on. Secondly, in the building of organization, GutianCongress Resolution attached great importance to democratic centralism in strengtheningthe party. Perfect and necessary organization is the premise to ensure party’s policy beingcarried out smoothly. We have to reinforce party member’s construction，to perfectorganizational structure, and to supervise the authority effectively and so on. Thirdly, tobuild up the party in work style，the Gutian Congress Resolution has developed rathergood proletarian styles， including the style of overcoming the non-proletarian, the styleof criticism and self-criticism as well as the one of contacting the masses closely.This thesis tries to connect the theory of Gutian Congress Resolution with importantissues in the party building of the new period，bringing forward the practical and theoryvalue about the Gutian Congress Resolution in the party’s ideological,organizational andwork style building for the new period.The Gutian Congress Resolution has played an important role in the history of partybuilding. We should fully use the value of Gutian Congress Resolution and further bringforward the related theory being conductive to perfecting our party so as to enable it toretain progressiveness creativity in the new period. Moreover, we must further revolve thetwo major historic subjects of enhancing the abilities of administration and art ofleadership and resisting corruption， guarding against degeneration and warding off risks.
