The quantified and classified management system is a sort ofadministrative supervision model which is explored by health administrativedepartments in the supervision of public places. It makes quantitativeevaluation of the hygiene state of public places by a series of evaluationindicators, in order to do classified administrative management. Meanwhile,it makes public the results so that the selective consumption by consumerswill promote the operators lay more emphasis on hygiene. It has played aprominent role in improving the efficiency of inspection and management, aswell as the state of public hygiene.This thesis firstly introduces the conduction method of the system,makes statistics of the sources of evaluation indicators, and analyzes the fourcharacters of the system. Secondly, this thesis makes analysis on the mainfailure indicators and the distribution and trends of the evaluation results based on the data of Luwan District from2007to2011. It finds out severalproblems. For example, the requirements of hardware facilities and humanresources are over-stringent. There are still traces of campaign-stylesupervision. The results of evaluation are too-concentrated. The system hasdefects in objectivity and impartiality. Then the author makes analysis on theeffect and impact of the practice of the system. It finds out that the systemimproves the status of public hygiene, but the publicity of the standards ofevaluation is not good enough. Although the administrative opposition agreesthe results in a high degree, the consumers don’t think it has extraordinaryvalue to pay high attention to the results.Finally, through the detailed observation of the quantified and classifiedmanagement system, the author thinks it reveals that the administrativedepartments should make a good use of social supervision, strengthen theawareness of publicity of government information, improve the internalsupervision mechanisms, and practice the low-burden administrativesupervision and management.
