“Three rural” problems are the first thing in the people’s living field all the long time, tosolve the “three rural” problems well is the important point for the party central committee ofchina and state council to set down policies. the setting down of “three rural” policies is not onlyrelated to the happiness of farmers, the flourishing of agriculture and the harmony andstabilization of rural areas, but also has the great meaning for maintaining ideology security of ourcountry. As the important political phenomenon, ideology has the inherent connection with thesetting down of “three rural” policies. At this moment, there exist many sudden changing socialconflicts, constantly larger gap between city and rural areas, irrational and unfairincome-distributing system, which affect even harm the enthusiasm of farmers to build the newcounty and go against the forming of great values for farmers. therefore, in the new period ofhistory, to setting down the scientific and reasonable “three rural” policies is especially importantto lead farmers to participate in social constructing positively, carry forward the core values ofsocialism and consolidate and maintain the security of ideology.
