As a political modality, the civic culture plays an important role in propelling and guaranteeing social democratic politics. The democratization requires continuous construction of civic society, and remodeling of the state power in the meantime, which is pointed out by general theories of politics development. Therefore, the NGO (Non-Governmental Organization) is the prerequisite in constructing civic culture, as acting the channel of political socialization. With numerous political socialization channels, can mixture political attitudes of civic culture be fostered. Nowadays, to cultivate civic culture and enhance democratic spirit, the NGOs’value and function should be paid more attention than ordinary policies such as the guidance of laws, the advancement of government and the instruction of schools. In China, as the development space and the pattern of NGO is restricted by present culture circumstance and regime, there’s no real and large-scaled NGO appearance in strictly speaking. However, with the continuous awakening of the civic consciousness, NGOs of Chinese characteristics are progressively developing and acting as more and more significantly political role on arena of history.This paper firstly summarizes constructive effects of present NGOs in constructing civic culture, which is correspondingly listed in civil education, the transmission of science and culture, the advancement of civil involvement spirit and volunteering spirit, the advancement of civil political consciousness and capability, the promotion of the accumulation of civil social capital and the formation of civil democratic values.The second part is case analysis. According to the research of NGOs in Xiang yang, Hubei Province, there are three types of case are exemplified in this part. The background of constructing civil culture of local NGOs is elaborated through existing cases, to indicate general defects which are confronted by NGOs.The third part is countermeasure discussion. At the base of currently successful experience, countermeasures of what NGOs positively impact civil culture are proposed, to effectively exert roles respectively as guidance, propeller, carrier, integration and management.The innovation of the paper lies in the following:In the perspective of public administration, the paper refines the idea on how NGOs impact the status quo and approaches in establishing civil culture, by means of theory research and real time information acquisition. Meanwhile, with the combination of national conditions, politics and cultures, the advantage of NGOs in cultivating and advancing civil culture is affirmative. As in the depth investigation of representative cases, several key elements of the NGOs’effect are clearly proposed as follows:civil education, science&culture transmission, civil involvement&volunteering spirit, civil political consciousness&capability, civil social capital accumulation and civil democracy values. The volunteering spirit of organizations and members is, above all, concerned in the growth of civil society, so as to appropriately guide the development of NGO.
