Xiangyang City is the hometown of the author, with the Hanjiang River which isthe largest tributary f the Yangtze River’s, flowing through. And the Hanjiang River isthe largest one in Xiangyang City. Hanjiang River has influenced economic and socialdevelopment of Xiangyang very much during past years. During recent years, however,with the economic development of Xiangyang, the Hanjiang River has suffered seriouspollution and caused more serious negative impact. Although the local government hasadopted a series of measures, the results are unsatisfactory. The pollution problem hasalways been difficult to be completely resolved. The author has carried out a detailedinvestigation, including taking visits to relevant departments, doing research to getfirst-hand data. Based on the findings, the author attempts to analyze the reasons forwhy the Hanjiang pollution problem is so difficult to solve. The author believes that thenatural features of the Hanjiang River, Xiangyang City’s economic development modeland the water diversion project may all take influences, but the most crucial cause is thepollution control system itself, and this problem may exist in nearly all the river basinsin China. Study on this issue will have universal significance on watershed managementin China. I do the research by combination of theoretical analysis and empirical analysis,sum up the experience and lessons of Hanjiang River governance, try to build up newgovernance mechanisms and attempt to promotion to the whole country. As a studentmajored in law, I believe that we should improve the pollution control mechanism asfollowed: First, establishing watershed management organs to co-ordinate watershedgovernance keep water management work from interpreted by benefit conflict; anddiversifying measures of pollution control in watershed management process. Thatsome countries adopt various means in governance practice has greatly improved theirwatershed management. Ecological compensation system and emissions trading systemwill play a greater role in watershed management. In addition, so we shall create a betterenvironment for broad public participation in water resources development and waterpollution control work.
