Research On Some Problems Of Local System Of Carbon Emissions Trading

With the growing greenhouse effect and global climate change, reducing the concentration of carbon dioxide through which scientific and effective ways, it would be very important problem in the world. The United Nations also continue to explore mechanisms to control and reduce greenhouse gas emissions. ‘Kyoto Protocol’ provides three ways emissions, one of them solve the problem through market-oriented approaching to greenhouse gas emissions in the form of commodity trading. Since carbon dioxide is the main greenhouse gas, talking about such transactions named ‘Emissions Trading Scheme’As the EU, Britain, Japan and other countries having been carrying out emissions trading scheme, China launch in 2012 related to work and identify seven pilot cities for pilot work,preparing for establishment of national emissions trading scheme market. In this paper, through the study of the pilot system and the actual situation, combined with extraterritorial system design and experience, hope to provide recommendations for the establishment of national emissions trading scheme market. This paper is divided into five parts:The first chapter discusses the background and significance of emissions trading scheme.Elaborating their background, current situation and development of ways to deal with our system.The second chapter find the lack of recommendations for improving the management of emissions trading system through the issues related to carbon emissions trading system in terms of management analysis and research, combined with the advanced experience of the European Union, the United Kingdom, the United States and other countries.The third chapter provides advice for investment, transactions and other aspects, referring to the United States, the British model, starting from the actual situation, and researching the relevant issues trading carbon emissions trading system.The forth chapter study the problem of special design of emissions trading system. From the perspective of the perfection of the system of emissions trading system, legal property of carbon emissions should be recognized and carbon compensation system should be appropriate to improve and perfect.The fifth chapter is the focus of this article. Based on the research of chapter two, three and four, with the actual compliance situation, analyzing the strengths and weaknesses of the system, evaluate the Interim Measures for the Administration combine of theory and practice. And based on comprehensive analysis and research from the preamble, recommend National carbon emissions trading system.
