Tofurther encourage and guide social capital to hold the medical and health institutions, forma social medical pattern in which there are many an investment main body and diverseinvestment modegradually, are not only the basic principles, but important content of themedical and health system reform.This thesis elaborate the development status and trends of social capital to holdmedical and health institutions, analyze the current access system and discuss in detail therelevant legal issues, put forward the policy proposal of access system,which plays apositive role to recognize and regulate the access system of the social capital held inmedical institutions from a legal point of view.
