The Youth Community Correction System Perspective, Social Work Research

The youth are the future of the nation. Providing the youth with a healthygrowth environment is a subject of common interest to the Government and thesocial community. The rapid development of economic and social transformationhave made the growth environment of youth undergone great changes. Youngpeople in periods of rapid physical and psychological developmental and changescan not adapt well to the rhythm, and therefore emerges social deviance. Theyouth crime rates increased, criminal means diverse, grouped, and the underagecriminals undermined the development environment of young people seriously,which can be threats to the country and the nation’s future. It’s proved thattraditional sentence correction mode such as sending them to a reform school orsheltering and educate by government can not achieve the goal of rectifying theirbehavior well enough. Whereas the community correction, served as one of themost important means of legal social work, not only embodies a more civilizedand humane spirit, but also be proved to be an effective correct method toadolescent deviant behavior.The Chinese pilot project of community corrections began in2002. In the pastten years, we have drawn on advanced experience of foreign countries andHongkong and Macao areas. Provided correction services for adolescents in pilotareas, and has accumulated a lot of practical materials, gradually formed a numberof our own pattern of community correction. However, compared with the UnitedStates, Canada, Japan and other developed countries, exploration of communitycorrection for deviant behavior of youth in China is still at the initial stage, there isstill a long way to go.Systems theory, served as a very important perspective of social work, hasbeen applied and researched by social workers for more than40years. It’s a theorysystem with the emphasis on handling the problem comprehensively, and withuniversal contact and relative mature. The division of client system, agent system,action and target systems in this theory, is of great significance to establish astandardized process of community correction.The article based on carding and elaboration the concept of youth, communitycorrection and system theory, proceeding from the perspective of system theory.Compare the advantages and disadvantages of the existing mode of communitycorrection, and take the information and field trips in the city of Xiangyang, HubeiProvince in a community as a case, analyses and summarize service principle andservice processes of community corrections of deviant behavior of young peopleout of the perspective of system theory. Hope it will perfect judicial social work byproviding in part on the theory of community correction, and give a certainreference and guide at the practical level.
