China's Local Government Dispatched Institutions

The Chinese government agencies in the day-to-day management of thegovernment can be seen everywhere, which is one of effective government modes,helping the government to suit one’s measures to local conditions set agencymanagement so as to effectively realize the function of the government, promoting theconstruction of a service-oriented government. However, the existing governmentagencies not only a great variety, huge amount, the case is complex, the relevant lawsand regulations are not perfect, and the current academic circles do not haveinsufficient research to result in a government agency operating the problems whichexist in the process of long-term has not been effectively resolved, but also restrict thegovernment agency developing their function. Therefore, in order to gain fullunderstanding of Chinese local government agencies,this article mainly uses theoriesof administrative authority, organization theory, cross-boundary governance theory,and analysis methods of historical analysis, questionnaire analysis, to study China’slocal government agency in order to prompt the agency operation more standardized,their place.This paper,firstly, analyses the foreign government, Chinese government, duringthe period of Republic of China reform and opening up before the local governmentadministration sent’s original, evolution, characteristics of the carding in order to getthe over review of local government administration sent the historical evolution,then,conducts nationwide investigation of local government agencies, especially inSichuan local government agencies as a typical case of in-depth investigation and to itfrom the duty, management and other aspects of the analysis and research, basedabove analysised, to study the local governments has their functional in raising thelevel of economic development, expanding of the scope of administrative service butthere are no clear legal position, set the standards are not unified and other nine mainproblems, this paper finally put forward some corresponding suggestions, such asoptimize the law system；put the agency to clear function, normative agency set up toresolve ambiguity and permissions set the disorderly problem； to relieve theAssociation Not shun problem by sound agency coordination mechanism；through thepromotion of departure of politics look forward to, government affairs departure andinternal incentive mechanism construction management to further rationalize theagency management system；to strengthen the supervision and inspection by the agency to resolve the problem inadequate supervision；through rational developmentand enlarging the funds investment to solve the system is equipped with unreasonable,no funds guarantee problem.In all, in the face of the current Chinese local government agency operation andtheory research progress lags behind the practice, which needs to develop the currentsituation, we should encourage the academic circles to strengthen local governmentagency research at the same time, make the best use of efficiency of the agency inorder to make it really become the effective government management "assistant".
