Administrative approval is a way for the government to allocate social resources,manage public affairs and safeguard public interests on the basis of public power.It is one of the key factors to promote economic and social development,especially to improve the local business environment and cultivate the competitiveness of the industries.To some extent,the operation efficiency reflects the governing ability of the government,and the value orientation embodied in the operation process is the embodiment of government values.With the development of bureaucracy,its weaknesses such as rigidity,conservatism,cross-function and fragmentation of management have become more and more clear.As a management system under bureaucracy,administrative approval system cannot adapt to the market changes brought by technological change and ideological development in many fields,but has become a factor that restricts the development and progress of market participants and the improvement of the economic and social environment.Over the years,Chinese governments at all levels have carried out several rounds of administrative approval system reform in various fields to speed up the transformation of government functions and promote the transformation of government.The approval of construction projects is an important and complex process,involving many departments,market participants,long cycle,large amount of funds and wide influence.It has always been the focus and main difficulty in the reform of administrative approval system.Since the World Bank began the research of doing business across global economies in 2004,the score of dealing with construction permits in China has always been at the bottom of all indexes,which makes the construction approval system one of the major factors has become the main factors restricting the improvement of business environment in China.On the basis of the experience and lessons of many reforms over the years and under the requirement of studying from the international advanced,the reform of the approval system for construction projects can no longer repeat the past.It is an inevitable trend that the reform should be with high standards and truly meets the needs of the market.Under the new situation,the reform of local government approval system for construction projects is based on the current system to improve the quality of public services in construction field.From a technical point of view,it is in fact a process reengineering.The complexity determines that it is impossible for one department to cover all the approval items.Therefore,the key to the success of process reengineering lies not in the process reengineering of a single system or agency,but in the cooperation of different agencies.This paper takes the reform of construction project approval system of City A in 2018 as an example,guided by the holistic government theory,government process reengineering theory and the managerial craftsmanship theory,observes and analyses the behavior of various agencies in the process of reform from a relatively micro perspective.The paper has five parts.The first part describes the background of the reform of the local government administrative approval system and the position and relationship of the reform of the construction project approval system,describes research methods and the significance of the research,defines the three important concepts of the article,namely,administrative approval,process reengineering and cross-agency cooperation,and elaborates the relevant theories of the reform of the local government administrative approval system.The second part outlines the reform process of construction project approval system in City A in 2018,summarizes the main characteristics of the reform,and compares it with similar reform in the field of project approval in City A in 2015,so as to have a more comprehensive understanding of this reform.The third part mainly focuses on the formation and implementation of cross-agency cooperation,pointing out the problems of imperfect mechanism construction,imperfect team building,biased orientation of reform evaluation,and the need to improve the level of informatization in this reform.The fourth part analyzes the main causes of the problem,which mainly includes the inertia of bureaucratic thinking,the change of power and responsibility structure,and the objective difficulty of cross-system coordination.The fifth part,putting personnel in the first place,makes some suggestions on the reform or cross-agency cooperation in the future with the help of learning organization theory,which include personal ability training,mechanism building and cultural atmosphere building.
