Study On Shennongjia Administrative System Reform

A Special Administrative Region is a special administrative division that isestablished due to the special needs of administration and breaks through the basicprinciples and requirements of general local administrative system. There are a smallnumber of special administrative regions found in ordinary local government and only afew administrative reformations of special administrative region were reported in China.Shennongjia is the unique administrative unit that is designated as “Forest District” inour country. She possesses not only abundant animal and plant resources andwell-preserved forest ecosystems, but also the only intact subtropical forest ecosystemsat the northern mid-latitudes, which maintains the ecological safety of the lower-middlereaches of the Yangtze River and the ecological balance of Central China. This thesistook Shennongjia as an illustration to investigate the administrative reform of thespecial administrative region. Based on the experience of foreign special administrativeregion and actual situation of Shennongjia, this study provided proposals for thereformation, which has great theoretical and practical significances on the developmentof Shennongjia Forest District and the reformation of the Special AdministrativeRegion.The first chapter, Instruction, described the significances, literature review, methodsand innovations. The second chapter,“Theoretical Basis”, illustrated state structure,administrative division, administrative setup and conceptions relating to the specialadministrative region, which paved the way for the following analysis. The third chapterclarified the overview of Shennongjia, historical background and the development of theadministrative system and obtained the historical evolution of administrative system ofShennongjia Forest District. The fourth chapter summarized the main problems in thepresent administrative system of Shennongjia Forest District after empirical research onthe administrative system of Shennongjia Forest District. The last chapter, based on thetheory and experience from foreign Special Administrative Region, drew the experienceand inspiration that direct the information of the Special Administrative Region in ourcountry. According to the above analysis, this thesis puts forward a proposal forShennongjia Forest District’s reform, including specifying the necessity of long-termexistence, and playing good eco-forestry protection functions, administrative reform andadjusting department settings to achieve rapid development of Shennongjia ForestDistrict.
